- Bring together community partners with the drive, expertise, and financial resources to increase pool capacity on the Eastside.
- Plan, build, and operate a multi-purpose, all-season regional aquatics complex in the greater Bellevue area, with family recreation water facilities, and therapeutic pools along with a world standard 50-meter competition pool and dive area.
- Develop a plan supporting the long-range operation and economic viability of the complex.
- Provide an operating endowment to support the maintenance, marketing, operation, and public usage of the complex.
